TODAY IS THE DAY

In the portion of Ki Tavo, Moses winds down his most significant final address to the nation in the weeks leading up to his passing at the end of Sefer Devarim. 

Curiously, Moses appears to suggest that “on this day” he is presenting the commandments to the Jewish nation — almost as if it were taking place for the very first time. But surely the commandments had been presented on Mt. Sinai 40 years earlier?
